Who Is Eligible for Lifeline?
Lifeline eligibility is based on current federal rules. A household may qualify through income, participation in a qualifying assistance program, certain Tribal programs or special survivor eligibility. USAC notes that only one Lifeline benefit is allowed per household.

Program-Based Eligibility
Current Lifeline Support guidance lists Medicaid, SNAP, Supplemental Security Income, Federal Public Housing Assistance and Veterans Pension and Survivors Benefit as standard qualifying programs. If a child or dependent participates in a qualifying program, the household may also be eligible.
Income-Based Eligibility
USAC states that consumers may qualify if gross household income is at or below 135% of the Federal Poverty Guidelines. The guideline changes by household size and location, so applicants should check the current official table before relying on an income estimate.
Tribal Program Eligibility
Households on qualifying Tribal lands may qualify through the standard programs above or through Tribal programs such as Bureau of Indian Affairs General Assistance, Tribal TANF, Tribal Head Start for households meeting the income standard, and Food Distribution Program on Indian Reservations.
Documents and Verification
Applicants may be asked for documents showing identity, address, income, household status or program participation. Air Free Phone can help customers understand what to prepare, but the responsible verifier or provider process determines whether documentation is sufficient.
Special Survivor Eligibility
Lifeline Support lists a separate survivor pathway for survivors of domestic violence, human trafficking or related crimes who provide proof of an attempted line separation request and are experiencing financial hardship. This pathway is separate from standard household eligibility and may include additional temporary criteria.
